  1. Officially the Independent Commission on
  2. International Development Issues, established
  3. in 1977 and chaired by the former West German
  4. chancellor Willy Brandt. Consisting of 18
  5. eminent persons acting independently of
  6. governments, the commission examined the
  7. problems of developing countries and sought
  8. to identify corrective measures that would
  9. command international support. It was
  10. disbanded in 1983. Its main report, published
  11. in 1980 under the title North-South: A
  12. Programme for Survival, made detailed
  13. recommendations for accelerating the
  14. development of poorer countries (involving
  15. the transfer of resources to the latter from
  16. the rich countries).
